Ramstein Commissary, BX & On-Base Shopping Guide

The KMC has some of the largest military shopping facilities in Europe. From the Ramstein BX (one of the biggest AAFES stores outside the US) to multiple commissaries, here’s your complete guide to on-base shopping.

Ramstein BX (Base Exchange / PX)

The Kaiserslautern Military Community Center (KMCC) on Ramstein Air Base is the largest military exchange in Europe:

  • Location: KMCC, Ramstein Air Base
  • Size: Over 844,000 sq ft of retail space
  • Hours: Monday–Saturday 0900–2000, Sunday 1000–1900 (verify current hours)
  • Tax-free shopping — no German VAT (19%) on purchases

What You’ll Find at the KMCC

  • Main BX/PX — electronics, clothing, home goods, appliances, furniture
  • Food court — Burger King, Popeyes, Taco Bell, Subway, Charley’s, Anthony’s Pizza
  • Specialty stores — GNC, GameStop, military clothing sales
  • Barber shops and beauty salons
  • Optical shop
  • Phone/electronics repair
  • Military Star card accepted (AAFES credit card)

Commissaries (DeCA)

The KMC has multiple commissary locations for grocery shopping at US prices:

Ramstein Commissary

  • Location: KMCC complex, Ramstein Air Base
  • Hours: Tuesday–Sunday (closed Mondays, verify current schedule)
  • Full-size grocery store with American brands
  • Fresh produce, meat, dairy, frozen foods, bakery, deli
  • Tax-free (5% surcharge instead of 19% German VAT)

Vogelweh Commissary

  • Location: Vogelweh Housing Area, Kaiserslautern
  • Smaller than Ramstein but less crowded
  • Good option if you live in the K-town area

Ration Cards (AAFES/DeCA)

To shop tax-free on base, you need a ration card:

  • Issued at the Ration Card Office based on your SOFA status
  • Controls purchases of rationed items — tobacco, alcohol, coffee, gasoline
  • Monthly limits apply to certain categories (e.g., alcohol and tobacco)
  • Present your ration card AND military ID at checkout
  • Dependents 18+ receive their own ration card

Fuel Ration Card (ESSO Card)

  • Separate from the shopping ration card
  • Allows purchase of tax-free fuel at on-base gas stations
  • Significant savings — on-base fuel is typically 40-50% cheaper than German gas stations
  • Monthly fuel allotment based on vehicle type and commute distance
  • Can only be used at ESSO stations on military installations

Class Six (Liquor Store)

  • Located within the BX/KMCC complex
  • American and European alcohol at tax-free prices
  • Subject to ration card limits

Shoppette / Express

  • Smaller convenience stores on various installations
  • Snacks, drinks, basic essentials, tobacco
  • Often have longer hours than the main BX

Auto Parts Store

  • US-spec auto parts for American vehicles
  • Hard to find European equivalents for some US-spec parts

German Alternatives: Off-Base Shopping

Many military families prefer German stores for certain items — often fresher and sometimes cheaper:

Grocery Stores

  • Aldi & Lidl — discount supermarkets, excellent quality for produce, dairy, bread. Often cheaper than the commissary
  • REWE & Edeka — higher-end supermarkets with wider selection
  • Kaufland — large supermarket + department store hybrid
  • Globus — warehouse-style store (closest thing to Costco)
  • Wasgau — regional chain, good quality

Home Goods & Furniture

  • IKEA — nearest in Kaiserslautern (yes, KL has an IKEA!)
  • Roller — affordable furniture and home goods
  • Poco — budget furniture chain
  • XXXLutz / Möbel Martin — larger furniture stores

Electronics

  • MediaMarkt & Saturn — German electronics superstores (note: German-spec appliances use 220V)
  • BX electronics often better for US-spec items and dual-voltage electronics

VAT Forms (Tax-Free Off-Base Shopping)

As SOFA status personnel, you can shop tax-free (VAT-free) at many German stores using VAT forms:

  • Available through the VAT Office on base
  • Used for larger purchases (furniture, electronics, appliances) at participating German stores
  • Saves you 19% German VAT
  • Not all stores accept VAT forms — ask before purchasing
  • Process: get VAT form from office, present at German store, pay reduced price

Shopping Tips for the KMC

  • Bring reusable bags — German stores charge for bags (usually €0.10-€0.50)
  • Bag your own groceries — German cashiers don’t bag for you, and they’re FAST
  • Bring a quarter (€1 coin) for shopping cart deposit at German stores
  • Sunday shopping: German stores are CLOSED on Sundays (by law). Only the commissary and BX are open on Sundays
  • German closing times: Most stores close by 2000 (8 PM), some earlier on Saturdays
  • Pfand (bottle deposit): €0.25 per plastic bottle/can — return them to machines at the store entrance
  • Pay period rushes: The commissary is packed on paydays — go mid-week for a calmer experience
