The Housing Search Process

Step 1: Housing Office Briefing

  • Mandatory first stop — you must attend the Housing Office briefing before signing any lease
  • Location: Bldg 2108, Ramstein Air Base
  • They explain OHA rates, lease requirements, and your rights/responsibilities
  • You’ll receive access to housing listings maintained by the office
  • The Housing Office must approve your lease before OHA payments begin

Step 2: Decide Your Priorities

Before searching, decide what matters most:

  • Commute time to base — Ramstein, Vogelweh, Landstuhl, Sembach?
  • School zone — if you have children, the feeder zone determines their school
  • Budget — your OHA rental ceiling sets the max rent reimbursement

Understanding German Rentals

Key German Rental Terms

  • Kaltmiete (cold rent) — base rent, the amount OHA covers
  • Warmmiete (warm rent) — rent + utilities (Nebenkosten). This is what you actually pay monthly
  • Nebenkosten (additional costs) — heating, water, trash, building maintenance, sometimes cable TV. Covered by your U/RM allowance
  • Kaution (deposit) — typically 2-3 months’ cold rent. MIHA may help cover this
  • Provision (agent fee) — since 2015, the landlord pays the agent, not the tenant
  • Einbauküche (built-in kitchen) — if included, it stays with the apartment. If not, you MUST install your own

The Kitchen Situation

This surprises every American: most German rentals come WITHOUT a kitchen. No cabinets, no countertops, no appliances — just an empty room with plumbing and electrical connections.

  • Options: Buy a kitchen from the previous tenant (common), buy from IKEA/Roller/Küchen Aktuell, or buy used from classifieds
  • MIHA (Move-In Housing Allowance) helps cover kitchen costs
  • Budget €2,000–€5,000+ for a decent kitchen installation
  • Some landlords include a kitchen (“mit Einbauküche”) — look for this in listings

Eastern KMC

The Lease Process

  1. Find a place — view the property, confirm it meets your needs
  2. Negotiate terms — rent amount, included items, pets, move-in date
  3. Housing Office review — they review the lease to ensure it meets military standards and is within your OHA
  4. Sign the lease (Mietvertrag) — usually in German (get a translation if needed)
  5. Pay deposit (Kaution) — held in a separate account, returned when you move out (minus damages)
  6. Conduct move-in inspection (Übergabeprotokoll) — document EVERYTHING with photos. Note every scratch, stain, and defect
  7. Register your address (Anmeldung) — required by German law within 14 days of moving in. Done at the local Rathaus (city hall)

Utilities Setup

  • Electricity (Strom): Choose a provider — Stadtwerke (local), SWK, EnBW, or comparison sites like check24.de
  • Gas/Heating: Often included in Nebenkosten, or separate contract needed
  • Internet: Telekom, Vodafone, 1&1 — order EARLY, installation can take 2-4 weeks
  • TV license (Rundfunkbeitrag): €18.36/month per household — mandatory in Germany, military SOFA members may be exempt (check with legal office)
  • Trash (Müllabfuhr): Usually included in Nebenkosten. Germany has strict recycling rules (yellow bag, paper, glass, bio, Restmüll)
