VAT forms for this stay: 3. One NF-1 covers up to 2.499,99 € net, which at this rate is about 12 nights (exchange rate 1 EUR = 1.08 USD, 2026-09-27). The first VAT form has to be with us within 7 days of check-in. Every further invoice needs its own form before that invoice is issued - VAT cannot be taken off afterwards. The cost of the form itself is a reimbursable lodging expense.
Plan ahead: the VAT Office issues no more than 10 NF-1 forms per household at the same time.
Locality rate: unchanged since 2026-09-01. Source: DTMO Maximum Per Diem Rates Outside CONUS, Change 727 (effective 2026-10-01). Your housing office and your finance office decide what is actually paid.
What the housing office needs
- Your orders, front and back, plus every amendment. Finance reads the back as well as the front.
- An itemized, paid lodging invoice. Paid, itemized, and made out to the person who is claiming.
- Non-Availability Letter from KMCC Lodging, if you are staying off base. DoD FMR Volume 7A, Chapter 68, 4.4.2
- Your VAT forms. The first one has to be with us within 7 days of check-in. Every further invoice needs its own form before that invoice is written - a form handed over afterwards cannot be applied to an invoice that already exists. The cost of the form itself is a reimbursable lodging expense. DoD FMR Volume 7A, Chapter 68, 6.2.2
- Your completed landlord contact worksheet - section three below.
- An invoice that itemizes every day separately if you booked through an online booking agent. If a traveler obtains lodging through an online booking agent, reimbursement is authorized only when the traveler provides a documented itemized receipt for room costs from the hotel or online booking agent showing the following charges (CBCA 2431-TRAV, September 13, 2011): a. Daily hotel room costs. b. Daily hotel taxes. c. Daily miscellaneous fees, if applicable. Note: Only itemized charges are considered for reimbursement. Online booking receipts often break out the cost of the room, but combine taxes and fees. In such cases, only the room cost is reimbursed because the receipt does not separately itemize taxes and fees. JTR 020303
M&IE is the other way round: M&IE reimbursement does not require expense itemization or receipts unless an actual expense allowance (AEA) has been authorized or approved for some portion of the M&IE. JTR 020304
Landlord contact worksheet
Every extension hangs on this sheet. Housing wants to see that you have been looking, in writing, with dates. Fill in a line for every place you contacted and bring it to each 10-day review.
Never turn down a home that is offered to you. Refusing available housing ends your TLA on the spot, and so does a no-show for a scheduled FMS delivery.
If a service member refuses to occupy available housing (government/economy), or refuses/requests a later delivery of loaner furniture/household goods, TLA is terminated the first date Furnishings Management Section (FMS) or Transportation Management Office (TMO) can deliver temporary/household goods based on the date quarters are available. A No Show for a scheduled FMS delivery or self-pick-up within the PDS area from the warehouse constitutes termination of TLA.
Pets, the amount of furniture you own, the school district and the size of the home are expressly not grounds for an extension. Write them down anyway - but do not expect them to buy you time.
DODSC keeps permanent rentals of its own in Bruchmuehlbach-Miesau and Lambsborn, with a lease your housing office has already approved. That puts you in a position to accept a home instead of refusing one: your TLA then ends the normal way instead of being cut short, and you have your permanent place.
