Per diem is not a reimbursement. It is an allowance – and that one word is worth real money to you. Here are the levers that decide whether your TDY to Ramstein pays you or costs you, each one with the regulation it comes from.
1. Know which of your two numbers is actually yours
TDY pays you two ways, and they follow opposite rules. Lodging is reimbursed against receipts up to the locality ceiling – currently $229.00 a night for Ramstein and the KMC (DTMO OCONUS per diem table, Change 727). Spend less and the difference is simply forfeited; nobody keeps unused lodging ceiling. M&IE – meals and incidental expenses – is the opposite: $133.00 a day, paid without a single receipt, and whatever you do not spend is yours to keep. Every tip on this page exists to protect that second number.
2. Get the CNA number before you book anything
Without a Certificate of Non-Availability, JTR Table 2-14 rule 6 caps your lodging reimbursement at what Government quarters would have cost – the Visiting Quarters rate, not the locality rate. Right now that letter is worth over $50.00 a night of claimable ceiling, and it costs you one request to your Service’s lodging desk: Ramstein Lodging (86 FSS) if you wear Air Force blue, the USAG Rheinland-Pfalz lodging office for Army. Cheapest paperwork of your whole TDY. Our TDY calculator shows both figures for your exact stay – with the cap and without it.
3. Check your orders for the Government Meal Rate – do not assume
If your Travel Authorization expressly directs the Government Meal Rate, your meals drop from $133.00 to $45.00 a day – $88.00 less on every full day. But the GMR applies only where all three conditions line up (JTR Table 2-17): your orders directed it, the installation you are assigned to has Government quarters, and that installation serves three meals a day in a Government dining facility. Staying off base in properly documented lodging keeps the full locality rate. Read your orders before you decide where to sleep – that one paragraph is the most expensive sentence on them.
4. A kitchen converts M&IE into savings
M&IE is paid whether you cook or eat out. A hotel room with a kettle means restaurant prices three times a day; an apartment with a full kitchen means grocery prices – and in Germany groceries are cheap. Over a 30-day TDY the difference between cooking and eating out is routinely three figures. The allowance is identical either way. Where you sleep decides who ends up with it.
5. Count your travel days correctly
Your arrival day pays 75% of the M&IE rate – $99.75 instead of $133.00. So does the day you travel back to your PDS, but that day falls outside your stay here: claim it on your voucher, not against your lodging invoice. Orders with a multi-day journey carry more than one 75% day – the calculator lets you set the number.
6. Long orders? TDY runs up to 180 days
TDY orders in the KMC regularly run 90, 120, 179 days. The rules above do not change with length – but the money compounds. On a long order, the gap between a hotel with per-person surcharges and an apartment with a flat rate is not pocket change, it is a used car. Our calculator takes stays up to 180 days.
7. Family along? They draw nothing – so pay nothing for them
Per diem is paid per traveller. A spouse and children who are not on your orders draw $0.00 of allowance – every per-person surcharge, every second hotel room comes straight out of your pocket with nothing to claim it against. An apartment priced per apartment, not per head, closes that leak completely.
8. Do the VAT paperwork before the invoice exists
Lodging in Germany carries VAT, and US forces personnel can have it taken off – but only with a VAT form (NF-1) issued before the invoice is written. One NF-1 covers up to 2,499.99 € net; a longer stay needs a chain of forms, one per invoice block. The form fee itself is a reimbursable lodging expense. Hand the form over late and the VAT stays on the bill for good.
Run your own numbers
Every figure above is a published government rate with a date on it, and rates change. The TDY per diem calculator pulls the current rates, applies the rules on this page to your stay – nights, travel days, CNA, family – and shows what lands in your pocket. Two minutes, no email required.
